GOVERNMENT China's government can be described as 'socialism
with Chinese characteristics.' The capital is Beijing.
The leading party- CCP
The Chinese Communist Party (CCP) is only leading parties in china. It was
founded in 1921. Its leader, Mao Zedong declared the founding of the People's
Republic in Beijing on October 1, 1949 - now commemorated every year as National
Day.
All leading members of the People's Liberation Army (PLA), China's armed forces,
and the State Council in government hold party positions. The highest position
in the CCP is the General Secretary. The CCP has four main decision- making
bodies: the National People' Congress, the Central Committee of the CCP, the
Politburo, and the Secretariat.
Political Divisions
The government is comprised of political divisions of 22 provinces. There are
also 5 autonomous regions for various minority groups: Xinjiang, Tibet or Xizang,
Mongolia, Guangxi and Ningxia. There are three municipalities administered centrally:
Beijing, Shanghai and Tianjin. China also has three levels of local government
which include 2,100 counties and 100,000 townships and towns.
The National People’s Congress( NPC)
The National People’s congress (NPC) is the highest organ of state power
in China. The NPC has the power to amend the constitution and enact laws; elects
the President, Vice-President and the Chairman of the Central Military Commission.
It is composed of deputies selected from the provinces, autonomous regions and
municipalities directly under the central government and from the armed forces.
The NPC's terms of service is five years.
Each town, township and county has a People's Congress and elect the members
of the National People's Congress (NPC).
Structure
According to the 1992 Chinese Constitution, the NPC is the supreme organ of
government. Government power devolves from the NPC as the NPC in turn elects
the Central Committee of CCP. The Central Committee recommends who should be
made premier, and it is the premier who in turn recommends who else should be
committed for membership in the State Council. Upon approval by the NPC, the
approximately 65-member State Council is responsible for making sure that government
actions are consistent with the law and CCP guidelines. The State Council is
comprised of the premier, 12 vice-premiers and 50heads of ministries and commissions.
The Central Committee in turn elects a 20-memter politburo (political bureau).
A 5-6 member standing committee of the politburo elects a 5-member secretariat.
The secretariat is responsible for day-to-day decisions and supervision of party
actions. The politburo meanwhile establishes longer-term guidelines for the
CCP.
The NPC also establishes a permanent standing committee of its own to elect
a president of the People's Republic who acts as the titular head of state.
Judiciary
The highest court in china is the supreme People's Court (SPC).the SPC has
jurisdiction over national security issues ,violations by officials ,and oversees
the decisions of the local People's Courts .the Supreme People's Procuratorate
meanwhile oversees national ,constitutional and state Council regulations.
